About Wooden Horse Strategies

We know Ukraine because we never left.

For 27 years — through elections, recessions, revolutions, and full-scale war — we've stayed in Kyiv, built the relationships, and navigated the political currents that shape whether a business succeeds here.

The founder

A note from our founder

Brian Mefford with the Wooden Horse Strategies team in Kyiv
Brian Mefford, Founder — with the Wooden Horse Strategies team in Kyiv.

I came to Ukraine in 1999 expecting to stay for six months. Almost 30 years later, I'm still here.

In that time I've watched this country develop through elections and revolutions, through moments of real hope and through the hardest days of full-scale war. Now, everyone is interested in entering the Ukrainian market. The difference between us and other companies is that we never left. That is because we've never seen a reason to leave. We've never stopped believing in the bright future where Ukraine is headed, or in the people building it.

That belief is also why I built Wooden Horse Strategies the way I did. Too many Western firms advise on Ukraine from a comfortable distance, reading the same headlines their clients read, and playing with AI tools for their analysis. We don't. We're here, on the ground, and with the relationships and context, that only time in a place can give you. When a company trusts us with a decision, they get the truth as we see it — not the version that's easiest to sell.

Ukraine is one of the great investment opportunities of our generation. It's also genuinely difficult to navigate and requires innovative solutions. My job, and my team's, is to make sure you never have to navigate it alone and help you find the solutions that work for your company's success in the country.

"I came to Ukraine almost 30 years ago expecting to stay for a few months. Today, I'm still here — through elections, revolutions, and war. I've never seen a reason to leave, because I've never stopped believing in where this country is headed. That's the conviction I built this firm on."

Our story

Fluent & tested in both worlds.

Wooden Horse Strategies began with a gap we kept running into: Western companies wanted to engage with Ukraine, but the advice available to them was either too distant to be useful, or too local to translate. Global consultancies flew in and out. Local operators knew the terrain but not the standards a Western boardroom expects. Almost no one lived in both worlds.

So we built a firm that does. From our base in Kyiv, we've spent years developing what can't be shortcut — relationships across government and business, a feel for how decisions really get made here, and a track record clients can check. Our political risk analysis is utilized by top Western companies and has been cited by the Financial Times, NPR, and the Atlantic Council. Our research has shaped national healthcare policy, helped elect candidates to office, and improved how cities are governed. And through the full-scale invasion, while others departed or reduced their presence, we stayed and kept working.

Today we're a boutique team of analysts, strategists, and communicators who share one standard: give clients the truth, clearly, so they can act on it. We're small by design. It means the people you meet are the people doing your work, and every engagement gets the senior attention that higher-stakes decisions demand.

For the Western companies we serve, that adds up to something straightforward — a partner on the ground who understands your objectives, reads the environment you're operating in, and tells you what's actually going on. In a market this full of opportunity and this hard to navigate, that's the difference between guessing and knowing.
